Conic surfaces and auxiliary planes

FLUKA does not have one-sheet cones, so we need to introduce auxiliary planes in order to separate the cone sheets. Think of rounding issues and add an offset to these surfaces. Implementation: see commits b49d90036 and daccdbdc6.
